1. This semester we read excerpts from Sunstein, wherein he discussed the idea of a health-health risk tradeoff. Explain what a health-health tradeoff is. Then explain how this concept might be used to argue in favor of continuing to use thimerosal vaccines in developing countries.

Rosenberg (2007) states that "Risk factors for child mortality are associated with poverty and include lack of safe water, poor hygiene and sanitation, crowding, indoor air pollution, poor maternal nutrition, lack of exclusive breastfeeding in the first 6 months of life, malnutrition and micronutrient deficiencies, and recurrent infectious disease." Write a short essay (1 page) describing the problems that would arise if one attempted to use a command-and-control regulatory approach (as for example at EPA when they implement US federal environmental statutes) to reduce the risk of childhood mortality in developing countries.
